Is a survey necessary if the property is newly built?

Yes. New buildings carry defects too, and a survey during the defects liability period is the window in which the developer is still obliged to put them right at no cost to you.

What is the difference between a valuation and a survey?

A valuation states what a property is worth. A survey states what condition it is in and what it will cost to keep. Buyers frequently need both, and they answer different questions.

Do you review the management company documents?

Yes. Reserve fund levels, planned capital works and the history of special assessments frequently matter more to a purchaser's total cost than the condition of the unit itself.
